Bamboo is a tree

I think the writer has not gone into the real reasons for the same. They want the bamboos can be grown outside the forests for industrial purposes and with less hassles to their cutting etc. I don't see any objection to it though they could have discussed in Parliament widely and passed the bill in the usual manner. This only reveals the authoritarian or neo-fascist nature of the current ruling government as it is afraid the opposition might introduce to beat government monopoly of the same in forests too!
